This change in policy comes in response to allegations that the Netherlands was specifically targeting Chinese students in its visa screening process. The Dutch government has denied these allegations and clarified that they are tightening the screening process for all foreign students.

China has implemented a series of regulations since 2021, including cybersecurity evaluations of personal info and genetic data sent overseas as well as restrictions on the export of biotechnology know-how in gene-editing, synthetic biology and crop breeding. The country is also exploring limits on foreign countries obtaining human genetic data.

The bill proposes measures such as prohibiting collaborations with Chinese schools, outlawing mandatory diversity education, barring staff and faculty from striking, and mandating American history courses and evaluations of instructors’ impartiality.
