The decline in Saudi-affiliated HCRs by 30% since 2022 is partly due to scientific institutions urging researchers to amend their affiliations. For instance, the Spanish National Council for Scientific Research initiated disciplinary proceedings against five researchers for affiliation manipulation.

The IHEC’s report shows the importance of Internationalization at Home, a concept designed to cultivate an international and intercultural academic environment domestically, as an essential component of the UK’s future higher education strategies.

The United States’ share of international students has declined from 30% to 15% currently, while other countries such as Canada, the UK, and Australia have emerged as new and competitive options for international students. This shift underscores the evolving global landscape of higher education mobility.

Co-organized by the Vietnamese Ministry of Education and Training, the British Embassy in Hanoi, and the British Council, the forum united over 200 higher education leaders from both countries, aiming to promote knowledge exchange and showcase collaborative case studies for the future.
