The recent announcement Immigration, Refugees and Citizenship Canada (IRCC) as of January 30, 2024, regarding the Pearson Test of English (PTE) Core test’s acceptance for Canadian immigration pathways marks a significant shift in the language testing landscape for immigrants, especially as it concerns international students.

The PTE Core, a comprehensive computer-based English language proficiency test, has now been approved for almost all immigration pathways to Canada, including Provincial Nominee Program (PNP) candidates, Express Entry-managed programs, and other immigration purposes, with the notable exception of the Student Direct Stream (SDS).

Understanding the PTE Core

The PTE Core is specifically designed to evaluate general English language ability, a key requirement for Canadian immigration. Unlike its predecessor, the PTE Essential test, the PTE Core is more aligned with everyday English skills crucial for adapting to life in Canada. It tests abilities in speaking, writing, reading, and listening, within a consolidated timeframe of two hours. This makes the test both comprehensive and time-efficient.

A notable feature of the PTE Core is its scoring methodology. Pearson employs a combination of human evaluators and artificial intelligence to ensure a balanced and unbiased assessment of candidates’ language skills. This hybrid approach aims to deliver fair and accurate results. Test takers can expect to receive their results typically within two days, a relatively quick turnaround that can expedite their immigration processes.

The test is structured in three distinct parts:

  1. Speaking and Writing (50 minutes)
  2. Reading (30 minutes)
  3. Listening (30 minutes)

This structure ensures a holistic assessment of language skills, vital for everyday communication in Canada.

The PTE Core in the context of Canadian immigration

The addition of the PTE Core expands the options for language testing for Canadian immigration. Wit this, there are now five accepted language tests by Immigration, Refugees and Citizenship Canada (IRCC):

  1. CELPIP General Test (English)
  2. IELTS General Training (English)
  3. PTE Core (English)
  4. TEF Canada (French)
  5. TCF Canada (French)

These tests assess the four key language skills: reading, writing, listening, and speaking, which are critical for integration into Canadian society and the workforce. The specific requirements in these skills vary depending on the immigration program.

Different program requirements

For example, under the Federal Skilled Worker Program (FSWP), candidates need a minimum Canadian Language Benchmark (CLB) level of 7 in all language skills. In contrast, the Federal Skilled Trades Program (FSTP) requires a minimum CLB level of 5 for speaking and listening and at least a level 4 for reading and writing. 

The Canadian Experience Class (CEC) demands either a minimum CLB level 7 or level 5, depending on the National Occupation Classification (NOC) skill level of the applicant’s job.
